The Town of Smiths Falls is issuing the Request for Proposal (“RFP”) to select a qualified economic development consulting firm for the preparation of a BR&E and Investment Attraction Strategic Plan. 

The Town seeks an economic development firm that has experience systematic approaches to the preparation and implementation of economic development strategies in a small urban or comparable municipalities, through undertaking a comprehensive strategic planning exercise. It is expected that the consultant will prepare a Strategic Plan over a 5-year horizon that contains economic development goals, strategies, actions/tasks and performance measures. 

The Town requires the Strategic Plan to contain a comprehensive Implementation Plan, outlining a prioritization of short, medium and long term actions, anticipated cost, potential funding sources and lead (town department or community partner) of each implementation action. 

The selected consultant will be one that has demonstrated experience in the preparation of municipal and community-wide economic development plans and has a proven track record in creating strategies to support business retention and expansion, investment attraction and entrepreneurship development.

This should also be complemented with links to education for community career path creation opportunities. The purpose of this RFP is to solicit responses from economic

development consulting firms wishing to be considered for this project to enhance the growth and prosperity of the Town of Smiths Falls and ensure its long-term sustainability and well-being.
